This is a perfect case study for reading the PayPal “Terms of Service”. There are conflicting answers because few read the TOS. Reading the TOS would help.

I regurgitated past laws and passed laws. Laws are like the TOS. If you’re wanting to skip reading…, I’d just trust the site you’re divulging PII to (personal info) and then compartmentalize the potential damage by having only a fraction of your cash holdings connected.
Also, I’d drop your Asian baggage. By baggage I mean thinking that everyone is out to cheat you. You’re in Silicon Valley now, so act accordingly
